Operational Analysis And Countermeasures Of Chinese Government Fiscal Investment In Agriculture

Agriculture is the foundation of the national economy, the assurance of social stability and national prosperity. As a special industry, agriculture has a characteristic of weakness. The importance and specialty of agriculture demands the supports 2nd protections, especial the fiscal support from government. Since the foundation of PRC, the Chinese government has always put emphasis on agricultural investment and achieved a lot. Due to the afforded ability , development strategy and finance investment system, the conditions of agriculture fiscal investment was not satisfied by the farmers and officials. Faced to the challenge brought by WTO and the reform of public finance, it is important for us to analysis the Chinese government agriculture fiscal investment and change the present conditions.Firstly, the dissertation presents the relevant theories of government fiscal investment in agriculture, discussing the concepts , features of it and relationship between agriculture development and agriculture fiscal investment. Secondly, it recalls the process that the Chinese government investment in agriculture has experienced during the past 50 years and gets some good experiences from it. Thirdly, it studies the main problem existing in the operational process of Chinese government investment in agriculture, including 5 aspects: scale , structure , wave, system and benefit. Lastly, under the conditions of the entry of WTO, the dissertation puts forwards some advices and countermeasures to deal with those problems.
