Strategy management has remained unknown to most Chinese enterprises, although they have established long-term development plans, such as "Five-Year Development Schedule" , "Five-Year Outline for Enterprise Development" , but it is not an enterprise management strategy. These long term schedules were in lack of a thorough and systematic analysis of the enterprise environment, so they would fail to enable enterprise to grasp various opportunities and challenges brought about by great environment changes. And enterprise' s self-awareness of its own strength and weak points is always with partiality. So schedules of the sort have been not well grounded and separated from practice. They can hardly make the three of the outside environment, the interior conditions and the enterprise aim to be coordinated, and even may result in the enterprise' s failure.Based on analysis of the environment of enterprise, and a study of the enterprise' s performance, this thesis examines the development opportunity and challenge, to work out a reasonable and sound knowledge of the advantages and disadvantages of enterprise. Some suggestions are proposed to stipulate an effective valid management strategy in conducting enterprise business activities. With the guidance of the strategy, the enterprise development will keep pace with corresponding purpose, schedule and stage. In so doing risks will be avoided,opportunities will be made better use of, So that a competition superiority will be established and enterprise performance will be improved.At the same time, through the study of enterprise strategy management, the author tends to believe that improving strategy management status should have its place in enterprise management activities, as the very priority for managers to face.This thesis begins with the environment analysis. Since the enterprise outside environment is being changed greatly, China will soon be admitted into WTO, western china exploration has just started, industry policy is undertaking some adjustment, and state-owned enterprise reform and innovation are in advance. Facing these opportunities and challenges, Sichuan Special Automobile Factory, now still in difficulty, is certainly at turning point. Through a careful analysis and study of all the changes, the factory can take the opportunity and challenge, and work out a practical enterprise strategy for its own development.Secondly, the thesis makes a study on the conditions of the enterprise itself, in terms of resource and capacity as well. The author regards it important to compare these resource conditions, capacity factors with those of the same leveled businesses in china and abroad at the same time. A comparative study on its pre-determined aim of enterprise development is also necessary to find out the shortcomings and advantages, which is the foundation for enterprise strategy management.With these basic studies, we will have the platform for determining enterprise strategy. In accordance with the corresponding results of basic studies, and taking into account the tendency of enterprise development, it is possible to establish an enterprise development aim,policy, and corresponding realistic management strategies. These strategy features are shown as: 1. Beneficial to the realization of the aim. 2.Practical and operational.3. Coordinated combination of the three of the outside environment, interior condition, and enterprise aim.4. Helpful stimulate enterprise development, to advance the society development, and to better the material culture, and the life level as a whole.This thesis falls into 6 parts:1. Introduction: To brief about basic conditions for Chinese special automobile industry, and the differences with counterparts abroad in general, and introduce in particular, basic conditions of SICHUAN SPECIL AUTOMOBILE FACTORY, and its position in the domestic industry.2.
