It is a common aim for countries to keep peace and stabilization of the world.Since 9·11,the world began to be aware of the harm of the terrorism.In order to effectively fight the terrorism,it is necessary to do researches on international anti-terrorism actions.The paper uses the international anti-terrorism actions as object to find out the loopholes of the system construction and practical application and puts forward suggestions for perfection.This paper is divided into six parts except for the conclusion.The first part introduces the background and the academic situation of anti-terrorism.The second part discusses the relationship between the principle of cross-border strike and equality of sovereignty,anti-terrorism by force and the principle of prohibiting the use of force.The relationship between the action and basic principles of international law has become a hot topic as countries reinforce efforts of anti-terrorism actions.The third part discusses the shortcomings of international anti-terrorism legislation and improvements.This paper summarizes the international treaties and some countries anti-terrorism legislation.Then puts forward suggestions for perfection.The fourth part analyzes the relationship between international anti-terrorism and human rights protection.This section highlights the balance between anti-terrorism and human rights protection.The fifth part discusses the relationship between international anti-terrorism action and extradition system.Extradition system is an important way for international cooperation.Thus its role in the field of international anti-terrorism should be paid attention to.The sixth part deals with the relationship between international anti-terrorism and national responsibility.The national responsibility system is an important system to regulate the implementation measures and fulfill the national obligations of anti-terrorism.This paper proposes suggestions by summarizing the limitations of the system in the field of international anti-terrorism.
