People's Congress in villages and towns ,as our national organ of power .enjoys the power to appoint and remove personel. the power to make financial dicisions , the power to supervise governments .But in practice,the work of People's Congress in villages and towns is very weak in the systems of our national People's Congress and the advantages of People's Congress system haven't embodied enough in this level .which are still far away from the stipulations by the Constitution and laws and the requisition of the building of rural basis democracy and politics and do harm to the establishing of the supervisory authority and the perfection of its system.The character of the authority to supervise of People's Congress in villages and towns, as local organ of power .compared with central organ of power ,can't implement complete direct constitutional supervisory power .Its supervisory object is the administrative enforcement of law at the same level .which emphasizes whether the government administrates by the entity law and the procedural law.In recent years .People's Congress in villages and towns has strengthened the supervision to the government .but a lot of problems still exist which dissatisfied the people that is the systems in chaos, lack of perfect supervisory systems and procedures and poor supervisory ability of People's Congress and of the delegates.It's an important way to improve the building of democracy and legal systems to strengthen the systems of villages and towns .especially to improve the bad supervision situation and to realize the powers of office entitled by the law To perfect the authority to supervise in the villages and towns in People's Congress ,we should change our concept and recognize correctly the nature ,the status and the function of People's Congress in villages and towns .Changing administrative working style of the staff in People's Congress into the congressional working style so as to adapt it to rule the country which must further political system reform and improve the system of People's Congress.
