A Study On The Administrative Openness System

Formed in the evolution of democracy, the administrative openness system is one of the main policies which must be abode by in the modern administrative procedures. The administrative openness system is in accordance with not only the development of the society with globlization, informanization and democratization as its three main orientations, but also the transparence and openness of WTO. Focusing on the establishment and improvement of the administrative openness in our country , this paper has illustrated its implication, four basic features and six basic values and explored its historical traces of development, abroad and at home and its theoretical basis from the three aspects: constitution, jurisprudence and administration, respectively. In addition to the above, this paper has also made a tentative analysis about the model of its object and structural being. The above exploration and analysis convinces us that the need of the reality, the high - developed theory and the mature opportunity has enabled us well - prepared for the establishment of the administrative openness system. Based on this point, this paper furthers its attempt to envisage the main contents of the administrative openness system in our country, including its subject, range of contents the means and channels of openness, extras and relief policy, etc. In this way, the legislative outline of the administrative openness has been brought to light. Next, this paper has put forward the measures in the hope of advancing the administrative openness system in our country from the angles of legislation and people's ideology. Lastly, the paper concludes that our country has been able to meet the prerequisites for the establishment and improvement of the administrative openness system and our administrative openness must be ruled by law.
