A Study On The Establishment And Improvement Of The Administrative Openness System Of China

Formed in the evolution of democracy, the administrative openness system is one of the main policies which must be abode by in the modern administrative procedures.The administrative openness system is in accordance with not only the development of the society with globalization,informanization and democratization as its three main orientations,but also the transparence and openness of WTO.Focusing on the establishment and improvement of the administrative openness in our country,this paper has illustrated its implication,four basic features and three basic values and explored its historical traces of development abroad and its theoretical basis from the three aspects:constitution,jurisprudence and administration,In addition to the above,this paper made a comparative analysis about the model of its structural being.And then,by exploration of the administrative openness history and its status quo of China,this paper made a tentative analvsis about the model of its object and structural being for its establishment in China. Based on the defects and the reasons of China's administrative openness system,this paper has put forward the measures in the hope of advancing the system in our country from the angles of legislation and people's ideology.Next,this paper furthers its attempt to envisage the main contents of the administrative openness in our country, including its subject,range of contents,the means and channels of openness,extras and relief policy, etc.In this way, the legislative outline of China's administrative openness has been brought to light.Finally,the paper concludes that our country has been able to meet the prerequisites for the establishment and improvement of the administrative openness system and our administrative openness must be ruled by law.
