The Research On Historical Process And Current Condition Of The Perform Of State-owned Enterprises

The historical process of state- owned enterprises(SOE) reform that started from 1978 showed that China's reform had no such package project designed beforehand.The reform of SOE with bringing vigor into the enterprise, proceeded from adjusting the distribution relationship between the country and the enterprise,then pushed on to make a better responsibility between the country and the enterprise.That was the logic sequence that the reform followed.At present ,although the reform hasn't got decisive result ,the achievement of the reform is great.The view that "the reform is a failure"is no longer tenable.At present,the main problem of SOE are great loss incurred in the enterprise ,high liabilities rate,heavy burden on the enterprise,and lack of competitive power,etc.The course of these problems is that there are still sharp conflicts and contradiction between the market economic environment ,the inner-firm governance mechanism within the SOE and the macroeconomic system.These conflicts and contradiction are between the traditional property right structure and market economy.Considering the specific characteristics of the SOE in our country,we should change the old way which emphasized establishment of the governance mechanism within the enterprise and push on the establishment and perfection of the modern enterprise system by improving both macroeconomic environment and the inner-firm governance mechanism within SOE.That's the essential way of carrying the reform to a new stage.
