This thesis explores some problems on the reform and development of state-owned enterprises, on the base of Marx's and Engles'enterprises combined with the contemporary theory of enterprise system. The whole thesis includes three parts consisting of six chapters, which deals with introduction , basic theory , theory of reform of state-owned enterprises, separately.Part One, that is Chapter One, is an introduction introducing the main ideas, purpose, and framework of the paper.Part Two including Chapter Two and Chapter Three , researches into the basic theory. At first(in Chapter Two), the emphasis is on distinguishing the difference of the state-owned enterprises in China from those in western countries, in category and character, and reconsidering Marx's and Engles'ideas on the conditions of realizing the future ideal society with a modern analysis method after a review of the history and underground of the state-owned enterprises both in China and in western countries. Then(in Chapter Three), the emphasis is transferred onto the complete enterprise theory of Marx and Engles. With a combination of modern theory of enterprise system, a new form of enterprise system梥ocial system of ownership梙as been put forward, and a deep research has been made on the new form.Part Three, consisting of three chapters 桟hapter Four, Chapter Five and the last chapter梞ainly deals with the theory of reform and development of state-owned enterprises.Chapter Four explores the problems met in the reform of state-owned enterprises after an exploration of the history of the reform of state-owned enterprises. At a new viewpoint, an explanation has been made of the compatibility of public ownership with the socialist market system. And the problem of the separation of the government from the enterprises is also discussed.Chapter Five deals with the problem of dual-role of the government hi macro-management. This is a problem met with both of the reform of the whole country and in particular that of the state-owned enterprises. We try to solve the problem with the help of a new state-owned form that turns the ownership of thecentral government into that of the local governments, without any change of the nature of the system of public ownership.The last chapter discusses the strategic adjustment of the state-owned enterprises. There are two ways to perform this: by market and by government.The right way to do this is to combine the two under the foundation of the market mechanism.
