Based on the fact that administrative power is the core of modern administrative law and can be interpreted or given significance only on the condition of its operating, the thesis comes up with the opinion that modern administrative power's operation should be extremely complex course and comprise four basic structures: the theoretic explanation of modern administrative power, the actual construction of modern administrative power's systems, the inside and outside factors affecting modern administrative power's operation, and administrative judgement.The dissertation, almost 50, 000 words, is divided into five parts:Part I:introduction. Why must we pay close attention to administrative power's operation? What does means by the logical structures of modern administrative power' operation? To make the two questions clear is the first step to understand the paper. So, to read the introduction carefully is the key to master the paper. Of course, you can find the necessary answers to master it in the part.Part II: the theoretic explanation of modern administrative power. As we know, administrative power is so abstract that it can be understood easily only by concrete explaining. The part tries to interpret it in the sphere of philosophy and law science.Part III: the actual construction of modern administrative power's systems. In the part, one of my important considerations is that the systems of modern administrative power involve in three aspects mainly, namely administrative body, administrative action and supervising administration. Therefore, the ones are successively analyzed in the distinctive angle of view.Part IV : the inside and outside factors affecting modernadministrative power's moving. The inside refers to the divide of administrative power, the environment of administrative agency and administrative culture. The other includes in the three field of politics, economy and culture, all of which will be discussed in this part.Part V: administrative judgement. Until now, the research into administrative judgement has almost been ignored improperly. The most important aim of the part lies in revealing the reason that administrative judgement should be one of the basic structures of modern administrative power's operation. The arguments of the part include in the significance, the nature and the values of administrative judgement.In order to understand the thesis smoothly and exactly, it is rather important to point out that we should utilize macroscopic thinking method when read it.
