In the background of knowledge economy, this paper refers to a lot of materials about Electronic Commerce (here in after abbreviated as EC) development in foreign and domestic medium and small enterprises (here in after abbreviated as MSEs), and their practice of EC development. Also, it researches EC development conditions in international enterprises, and summarizes successful experiences on EC development. And it discusses necessary and feasibility and trend in development of domestic MSEs. Meanwhile, it analyses their macro environment and inside conditions of MSEs. Under consideration of their present conditions and successful experiences, it studies and explores development Tactics of EC for China's MSEs. It raises relevant EC development tactics in SMEs. As a result of consideration of EC and SMEs, these tactics are comprehensive, practical. It applies these tactics, we are sure that they will be helpful.
