With the development of China's market economy and the deepening of economic reforms, medium-and-small-sized enterprises face a buyer's market with insufficient demand. The development of medium-and-small-sized enterprises has been hindered, because of poor management, lack of resources and government policies. Now, the importance of medium-and-small-sized enterprises has been better realized and our government is paying more and more attention to medium-and-small-sized enterprises and gives more favorable policies to them. In this encouraging situation, how medium-and-small-sized enterprises acclimatize themselves to compete with the big-sized enterprises and how they develop in the complicated buyer's market become the great issue to be solved. With the rapid development of information technology, specially the popularization of Internet, human society enters into the age of network. Electronic Commerce which is based on the electronic information and network comes into being . It challenges traditional commerce. It is one choice for the medium-and-small-sized enterprises to take in order to fourthly develop and innovate.
