Performance management is a very important part of the modern Human Resource Management system. It is the basic reference for a corporation to make human resource decisions. How to design and establish a performance management system, which is applicable to China's practical situation and meets the needs of a company growth in today's globalizing economy enviorment is an entirely new and critical task for all the Chinese enterprises. This dissertation drafts started off the basic theory of performance management, combined with the specific exercise on performance management of West Region of UFSOFT, thoroughly studied the important functions of the performance management within the whole company management system.The first section introduces the theoretic foundations of performance management. It describes and analyzes the functions, the limiting factors, the basic design principles and the evalution methods of the performance management. A multiple performance management system contains three levels, they are performance management based on the whole company, the working department, and the staff individual. The three administrative levels of performance are depending on each other, supporting each other, and replenishing each other, but they have different intention, and distinguish each other.Section two reviews the historical and current status of West Region ofUFSOFT. Through the top to bottom study of its old performance management system, it discovers the discrepancies in the system and points out the impacts of those in the overall company management. Describes how to building its three administrative levels of performance.Section three redesigns the performance management system of West Region of UFSOFT based on the results of the studies from the first two sections and with taking the actual management needs into consideration.The forth sections verifies and evaluates the operating effectiveness of the new performance management system through the actual survey which was carried out after implementing the new performance management. It indicates the ultimate impacts of improving the performance management. To sum up the significance of West Region of UFSOFT being successful brought performance development system ineffect for other companies of software development for reference.Although the new performance management system has made positive impacts during the actual implementation, there are imperfections and shortcomings in this dissertation due to the limited time for this project and insufficient running time for the new system. I will keep studying new theories and applying them in my future works to improve my ability on implementing performance management.
