Performance is the valid output that an organization represents on different aspects in order to realize the strategic objective, including organization performance, department performance and staff performance. Accordingly, performance management includes organization performance management, department performance management and staff performance management. Because staff performance is the foundation of organization performance, the focus of performance management lies in staff performance management.Staff performance is a kind of formal management activity in order to encourage staff to improve performance continuously, and realize strategic objective finally through making strategy, resolving goal, managing performance, and applying consequence. To any modern enterprise, how to realize strategic objective through scientific and effective staff performance management is a difficult problem that needs solving urgently. So, this text looks on staff performance management as the direction of studying, analyses the existing problem in this system through introducing the current staff performance management system of the Tianyu limited company, and tries to design a kind of brand-new staff performance management system from the angle of combining science with practicability to help enterprise strengthen the relation of staff performance and strategic objective.This text is made up of five parts, the main contents of every part is as follows:The first part introduces the overview of Tianyu limited company from three respects including company's developing, organization's construction and staff's construction.The second part introduces the current staff performance management system of Tianyu limited company, and analysis existing problem of this system exhaustively.The third part sums up the basic theories of designing staff performance management system, including such theories as performance, performancemanagement and performance management system etc, analyses the difference of performance management and performance appraisal especially, and points out that performance appraisal is a important link of performance management, the success of performance appraisal depends on effective proceeding of the whole performance management activities, and successful performance management needs effective supporting of performance appraisal.The fourth part discusses the element tasks of staff performance management system, including management by objectives and job analysis. Enterprise uses performance indicators drew from management by objectives and job analysis to manage staff performance.The fifth part discusses the main contents of staff performance management system from four aspects including performance plan, performance implementing, performance appraisal and performance feedback in detail, combining the developing situation of Tianyu limited company, designs a brand-new staff performance management systems. The characteristic of this system lies in according to different nature of job dividing staff into three classes including middle or senior administrators, general administrators and workers, and designing different performance indicators and appraisal methods for different kinds of staff under the drawing of strategic objective, thus making staff performance management realize the perfect combination of science and practicability.
