Thesis research object Since mankind started collective producing, measuring and evaluating for the personal behaviors, which happens in the collective, have done. Especially after business enterprise came into being, these activities were improved. The corporation is more eager than other former organizations to know how much his employees contribute to him. So he can pay them based on it. With the society developing, the role of the enterprise no longer limited in production, and his business rang had been expanded boarder. So the yield of personnel in the company cannot explain all the contribution of the employee to the organization. Then "performance" has been instead of productivity. The thesis research object is the personnel performance and the activities for it, which called "the management of personnel performance". The earlier theory about it may be the Taylor's science management. It concentrates on scientific line of produce and effective personnel behaviors. The recent study in personnel performance is mainly about the usage of the electronic instrument and applications of mathematics and statistics method. The management of personnel performance has been put more attentions from the top of organization. Because this activity cannot only rule employee's behavior, improve the employee's development; but also normalize the business institution, and cultivate the corporate culture. The thesis subject and the significance The subject of thesis is designing a systemic model for the personnel performance management, and applying it into a company. This model is not an equality. It supplys "a clue, a structure and a series of methods". Every company has it's own administrate ways; every governor has the different style. But the successful management always has same criteria. The ordered and efficient are two of those criteria. This model expect to help the business enterprise achieving these two standards, and the model is designed with below significances: 1. Helping manager to organize the performance management thoughts. If there's no certain principle that guide conducting and actions, the performance management will lose way, even less the efficiency. So, the model sets up a four stages (mold piece) circulate without leaving out the main factors, and repeating the same work, when we take the management for the personnel performance. 2. Helping manager to improve manage efficiency. The thesis not only supply a basic structure and process, it also applies many effective techniques and means. These factors add the scientific to the model, and improve the efficiency of the personnel performance management. 3. Helping organization to establish the opening performance management system. The model designed in the thesis aims to make an opening system, with frequently exchanging information to the outside. Through that, the system of the personnel performance management can last long vitality. The research technique and the structure of article The general process of the theories creation is: Understand the appearance and the problem first; then make the description and the resolvent; at last refine the description and collect the methods, and to summarize the nature of the thing. So do this thesis. There's no original concept about a systemic model, but just a hope to resolve some reality problems at the performance management especially for personnel. Until make sure the ways, techniques and put them together, the idea of establishing a systemic model is coming up. Based on the systemic approach, the systemic model for thepersonnel performance management is designed. To the specific techniques, they include control technique, information technique, and some behavior measure techniques.
