Role And Functions Of Political Institution In The Resources Distribution

As the consequence of human society's development and living collectivism, institution is closely connected with the material world upon which man lives and develops, and the substantial spiritual world. Political institution appears as a political phenomenon of human society. In this thesis the author states briefly the institution and the political institution in four parts: their definition, their formation and develop, features of political institution, analysis of political institution. In the process the author gives his own understanding as to the connotation of institution and political institution: Institution is a constellation of a series of rules or laws, organizations and establishments, and ethical norms which interact to restrict man's individual desires and behaviors to occupy infinitely scarce resources. It is an open system comprising many elements. Political institution means to give a balanced, fair, reasonable and valid explanation to present state and the general layout of scarce resources distribution. Along the main thread of the development of the productive force, the separation of function between political institution and economic institution with the fairness-orientation on political institution and the efficiency orientation on economic institution, the author presents a new view of political institution: first, balancedness and inbalancedness; second, reasonability and irreasonability; third, validity and invalidity; fourth, fairness and unfairness. Then the author makes a analysis of political institution from the perspective of institutional system. In mis system the author elucidates the relationship between political, economic and cultural institutions on the basis of function positioning.This thesis puts its emphasis on resources distribution. Resources refer to what can be integrated into the activities of the human being and can be utilized by the human being, including natural and social resources. Resources distribution is a dynamic system concept. First of all, the author states briefly the relevant elements affecting resources distribution, with its focus on the role and function of political institutions in resources distribution. Through the interaction between dynamic political institutions and dynamic resources distribution system, political institution can restructure its role and function specifically from the roles of recognition, analysis and modeling and function of analysis. In between, the author puts forward two concepts: role deviation and role vacancy of political institutions, and eight functions: compulsory function, absorbing function, agreement function, supervision function, coordination function, expressive function, integration function and redistribution function.Finally, five conclusion can be drawn from the above that, the development of political institutions run parallel to the emancipation of the human nature; the dynamic resources distribution system needs adjustment of the dynamic political institutions; political institutions, as an open system, should have the ability to get rid of the old and bring forth the new; the design, arrangement and execution of economic institutions should be directed towards society; and finally the function construction of political institutions should proceed to the fairness.Through institutionalization of ethics and laws and perfection and relevance of the function of political institutions, the constructions of political institutions will reach the institutionalized politics in the long run.
