Chinese papermaking industry is facing more complicated surroundings than ever with the world papermaking industry' s more furious competition, especially our country joining WTO. How to try for papermaking industry' s development is an important problem that papermaking industry has to cope with. As far as papermaking industry concerned, to set down strategic measures is no time to delay.Applying some theories and methods in industrial structure and strategic management, the article integrates papermaking industry's actuality and tries to set down strategic measures.Firstly, by analyzing its interior and exterior surroundings and applying the Factor Evaluating Matrix, papermaking industry's problems are found that it can not effectively react to the exterior surroundings and has relatively inferior interior. By applying SWOT Matrix, main opportunities, threaten. superiorities and weak are identified.Secondly, papermaking industry's goal is defined. On the base of combining the goal and concerned surroundings, strategic measures are put forward by applying SWOT Matching Matrix. Then they are optimized applying quantitatively strategic Matrix.Finally, some basic measures of paper-making industry's developing strategy are put forward on the base of it' s actuality.
