Established in 2001, Gaoke Vinyl only spent three years to reach the break-even point which cost other companies about five or six years and enter into an new period. Under the pressure of rapid developing, lacking of impetus become facing to the company, such as less enthusiasm for Department Manager, decelerating of sale's record increasing etc. The main cause is no definite target for business unit and no enterprise's developing strategy.Through the research of Gaoke Vinyl Industry Co., Ltd's Developing Strategy, this paper is aim to solve the present problem during the company's developing and find the approach, rule and method to grow and expand the medium-small enterprises. Adopting the strategical analytical method, this paper detailedly analyse the inner and outer environment of the enterprise and point out enterprise's core competition. By using the method of SOFT, establish an optimization strategical scheme and table a proposal of implement and control against the construction designing and operation flow reform.Based on the above research, the paper reachs the following conclusion:Laying and implementing the enterprise's developing strategy is very different from other strategies. The former one emphasizes the competitive analysis much more than the latter one, gives attention to both short term and long term strategy's decision and strategical flexible and organization's adapting. Focus on the whole strategical process based on discovering and developing the competence of enterprise's core. The success or fail of sales organization and operation's process reform will become the cardinal qualification for the developing. A special committee covering several departments will be built to implement the strategy, evaluating the contract and reetifing.
