Study On Identification And Management System For High-Tech Products And Enterprises

In this paper, according to the practical need for the management of high-tech industry in cities and provinces around China, and based on the principles of scientization, normalization, quantification, informationalization and computerization in management, an identification and management system of high-tech products and enterprises has been developed. Being scientific in management, of versatile function, technically advanced, reliable and safety, of strong analytical capability, the system can fulfill data collection task by means of Internet and Intranet, and thus supply a way or method for the relevant department of government in cities and provinces to manage their high-tech products and industry.In the aspects of product-dimension and enterprise-dimension, a systematic analysis has been made concern the research on, and the practical situation of, the ways and methods of managing high-tech industry both in home and abroad. By combining organically the management of high-tech products and the management of high-tech industry in each city and province, from informationalized management perspective, we conceived the idea of developing the aforesaid system. Moreover, the index system and relevant method of identifying and evaluating high-tech products and enterprises have been improved in the meantime, by the comprehensive use of the decision support system (DSS) theory and the adoption of Internet technology, the man-computer DSS for the identification and management of high-tech products and enterprises has been designed.The positive study on the management of high-tech industry in Heilongjiang province had been carried out and good results has been got. Not only the system can be used for the quantitative identification and evaluation of high-tech products and enterprises, for the process and storage of the relevant data, but also can it used as a way of collecting various kinds of data timely, reliably andaccurately. Further, both the identification and evaluation as well as the statistical results can be publicized on the Internet. Therefore the establishment of the system provides an effective and scientific tools or method for the management of high-tech industry in Helongjiang province, and is of significant importance to raise the management level on high-tech industry.
