High-tech and High-tech enterprises have been attracting more and more attention as the coming of the age knowledge economy. Government of all countries take High-tech and High-tech enterprises as the main method to raise their competence in international market. The key resources of High-tech enterprises are knowledge and the people who master it. If we want to develop the High-tech enterprises, we must take the human management into account, which will determine the position of our country in the coming knowledge economy world.The article studies the researcher's management from the point of technology Innovation. What quality and capability the researchers possess will effect the result of R&D. We want to search out these human factors from evaluation angle. The article choose normative analysis and positive analysis,inductive approach and evolutionary approach. All conclusions draw on the basis of survey and analysis. The article absorbs much quintessence of human resource management, summarize and contrast the position and experiences between our country and international country, analyses the progress, defect and distance of researcher's management in our country. Therefore we expound a project of evaluation management fitted with our country's researchers. The project is composed of interior factors and outer factors. For it's based on the survey, it can be come into operation. The aim of this article is to improve the management level of our country's R&D, and to make the technology Innovation management of high-tech enterprises into maturity.
