Yingkou City High-tech Park Development Support System

The world is entering an era of high-tech and knowledge economy, whose basic characteristics are global economy and international market. To meet the challenge of the era, governments of all the countries in the world take many kinds of measures to speed up the development of high-tech and high tech industry. Meanwhile, to ensure the development and grandness of high-tech industry, a completed set of perfect and effective supporting systems is needed. With China's entry into WTO, Chinese high-tech enterprises have to survive in a very complex and dynamic environment. Thereby it is theoretically and practically significant to build up and perfect the supporting systems in accordance with WTO rules and agreements for Chinese high-tech enterprises and optimize their development environment.This paper exerts system analysis, comparison analysis and demonstration analysis to make the systematical research on the development trends of high-tech enterprises and the dynamic environment after China's entry into WTO. In the perspective of meeting the world ,the future and knowledge economy and the practical development situation of Chinese high-tech industry and enterprises, this paper brings forward the strategic question of structuring development supporting system for Chinese high-tech enterprises, and designs primarily the supporting system which accords WTO rules and some relative requirements and encourages innovation and fair competition. Especially, with the consideration of the changing environment and some problems which needs solving badly in terms of developing and serving systems, this paper chooses industry policy system, investment and financing system and agency service supporting system to carry on research systemically and gives some tactics accordingly. The research can help China structure and perfect development supporting systems for high-tech industry and enterprises in a new thinking way. And the system will play an important role in guiding, serving and supporting high-tech enterprises to develop and take part in the domestic and abroad competition.
