Analysis Of Planting Comparative Advantage And The Tactics Of Planting Structure Adjustment In Huaiyin Of Huai'an City

A rational cropping structure is the key to improve the efficiency of cropping and the income of farmers in rural areas. To establish a rational cropping structure requires to consider the aspects as natural resources, social economy, developing level of technology and market requirements and so on. On the basis of analyzing the main facts that affect the cropping structure production, according to the comparative advantage theory, combining the character of the crop production, the author established the evaluation system of comparative advantage of the cropping s production and the evaluation model of integration comparative advantage of regional crops and regional cropping structure. Using the evaluation system and model, the author analyzed the cropping production in Huaiyin of Huai'an city. Simultaneity, the author optimized the cropping structure in Huaiyin using the gray dynamic linear programming model and put forward the tactics of the cropping structure by taking exerting the integration comparative advantage of Huaiyin cropping as principle.First, the author established the evaluation system of comparative advantage of the cropping production and the evaluation model of integration comparative advantage of regional crops and regional cropping structure.Second, the author analyzed the cost and yield of the international, domestic and presidial comparative advantage of main crops in Huaiyin during 1995-2000 using the domestic resource cost and yield advantage index. And the GM (1,1) predictive model is used to predict the cost and yield comparative advantage of the main crops in Huaiyin in 2003.Third, The author mensurated the integration comparative advantage of the eight crops in Huaiyin during 1995-2000 by using the regional integration comparative advantage index and predict their integration comparative advantage in 2003. On the basis of the results, the author mensurated the integration comparative advantage index in Huaiyin during 1995-2000.Fourth, according to the results of the integration comparative advantage of main crops and cropping structure in Huaiyin, The author chose the gray dynamic linear programming model to optimize the cropping structure in Huaiyin in2003: the yield value of cropping in Huaiyin amounted to 152833 million yuan in 2003 from 136057 million yuan in 2000,area ratio of grain to cash crops change from 6:4 in 2000 to 6:4 in 2003, which satisfied the people's requirement of the grain ,meat, fishery and eggs, increased the income of fanners. The cropping area of vegetables, cole, paddy and sweet patato with strong-integration-comparative-advantage is expanded greatly; wheat, maize, soybean peanut with week-integration-comparative-advantage is reduced. The cropping integration comparative advantage index in Huaiyin in 2003 amounted to 1.22 that exceeded the biggest index 1.18 during 1995-2000.Finally, the author put forward the tactics of the cropping structure in Huaiyin: Producing crops with strong advantage should play the leading-role; the emphasis should be put on the improvement and exploitation of market; circling around "excellent"; improving resource efficiency as the basis; regarding scientific and technological service as the impetus ; equipped finance as the guarantee.
