With the accession of China to WTO and the accelerating steps of the opening up policy, the external and internal environment that China' s state-owned enterprises especially those engaging in foreign trade and economies are facing have been changing significantly and deeply. To fully understand the 'domestic and international environment, to grasp the opportunities and to keep away from the threats at the bases of making full use of the strengths of the enterprise have been a vitally important task of our foreign trade and economies enterprises.Transtech Engineering Corporation, which was formerly Foreign Trade and Economies Department of No. 2 Engineering Bureau of the Railway Ministry, .is a state-owned enterprise engaging in international engineering contracting. Supported by No. 2 Engineering Bureau, a famous construction enterprise in China, TEC has a strong technical bases and construction experience. Facing fierce competition, in order to make long- term development, the company has taken various measures such as developing foreign trade and the third industry. But as being a state-owned enterprise, the company has to change its operating mechanism and update its management while WTO entry has made competition even fiercer, bringing about not only opportunities but also challenges. So, at this background, to make a development strategy for the company has been put forward. In the thesis, the author made a research of the development strategyof the TEC, applying comprehensively the theories and approaches of management science. The author suggests that the company take a strategy of focusing on engineering contracting, at the same time developing trade and industries. Through discussing various issues such as structure reorganization, resources (human and financial resources) allocation and corporate culture remaking, the author put forward the approaches to solving the problems the company is facing. The author hopes his research and conclusions can be useful for the decision makers of the company.
