On Political Civilization From The Perspective Of Rule Of Law

Political civilization is a politically progressive state of human society and a centralized manifestation and important sign of social progress in civilization in human society. Political civilization as a special phenomenon of class society has an intrinsic property of class nature. There lies not only a unitary structure, but also rich contents in political civilization. This complex nature has been being shown in not only many shapes but also various intrinsic structures of political civilization since civilized society came into being and its contents and form has constantly been changing with social development and replacement of social shapes. Besides, it has nationality characteristics. Rule of law belongs to political civilization and is its center. Political civilization plays a leading role in rule of law which serves it. The ideal of political civilization is the base on which modern rule of law is built and its existence a premise to law-and-order perfection. The safeguard of political civilization is the goal that rule of law pursues. In the middle of construction of its political civilization the present China should strengthen construction of its political rule of law and perfect its supervisory system and political party construction on the premise that China is ruled by law.
