As a special military unit, army has a various human-forming. According to the law of active service army-man of our country, officers can be divided into military officers, political officers, logistics officers, outfit officers and professional technological officers, who are the main parts of the army-men. The professional officers are the mental-laborers in the army, which are the members of high personality. It is really the important thesis in the army as to how to manage these officers and bring out their studying potentials. The article analyses the requirements of the officers and makes a paper-investigation in some army-unit, studies the causes of these requirements, sums up the encouraging theory in the professional officers. And then, it analyses the problems and causes in the undergoing encouraging system in the present army officers. As last it also gives many good approaches to solve these problems.The paper includes four major parts. The first part is about the theory of the encouraging. It points out the concept, function, history, classifying and the personalities, both of the encouraging theory and the professional officers. The second part of the paper is about the present requirements and carrier of the requirements of the professional officers. It gives the encouraging causes, mechanism and principle. The third part is about the exiting problem and causes of that in the encouraging system of the present officers. This part gives some main methods about such problems. In the forth part the author gives some constructive suggestions about the encouraging work in the army. This part studies the encouraging theory and combines the present requirements of the officers and the problems in the present encouraging methods, bringing about some constructive suggestions, which includes the knowledge-encouraging, the material-encouraging, the competition-encouraging, the success-encouraging, the environment-encouragingand the management-encouraging.The new idea of the thesis is the combination of the encouraging theory and the management of the professional officers. It is well known that our army is good at performing political ideological function. The stability in the army is the most important. But with the development of the marketing-economy, the differences of the officers and' the government-orderly are broader. Professional officers have insufficient salaries with no leading-work places. This makes them never feel successful motion. Hence the political work cannot solve the problem of the officers. But with the functioning of the encouraging theory, we can make clear the requirements, including the causes of that, of the officers and with the encouraging methods handling on them, we can ensure they will determine their future and realize their requirement in the army. Furthermore it ensures the stability of the army, which also keeps up the combat effectiveness and solve the management problem of the officers fundamentally. The author, with the years-experience in the army, raises an active way to blind the encouraging system in the army, which tally with the actual situation about the present officers. The author hopes it can make some efforts about the keeping-up of the standards of the management of the army. Please give some advice about the inappropriate place of the thesis.
