Nowadays, with the advancement of military transformation and the development of PLA's historical missions, there are higher demands for the talent construction of the professional technological officers. In the information warfare of future, the competition in high-quality talents becomes more and more important. And they will become one of the keys to win the war. As time going by and the scientific and technological progress, the proportion of the young professional technological officers becomes larger and larger in the grassroots forces. They are blessed with high education, rich knowledge. But they are strong in self-awareness, active in thinking. Their individualities are so different that it is a very important problem for the army's managers to perfect their management art in order to improve battle effectiveness.
