With the development of the socialist market economy and the enforcement of the Chinese opening policy, some new problems and situations have appeared in the field of the management in the army. Beginning with the connotation and essence of the management in the army at the new stage, the author probes into some countermeasures around its requirement and task in this thesis.Management is one of the important activities in the human society. As far as the army is concerned, the management in the army came into being as the army was formed in the human history. What's more, it will go forward with the development of the army, and present incomparable functions day by day while the modernization level of the management in the army is becoming higher and higher. The author thinks the management in the army is a goal-reaching course. In the army, a large system, in order to reach the goal that the fighting ability can be improved greatly, all kinds of the resources must be disposed and used effectively. The following procedures are necessary: decision-making, plan-projecting, organizing, coordinating, controlling and encouraging. When the management in the army is expounded in the thesis, the author mentions four characteristics. Firstly, because of its distinctive class nature, it embodies the will of ruling class directly. Secondly, it is an obvious human one. Its principal parts are officers and soldier. Thirdly, it is integrity with special functions and possesses an integral system. Fourthly, it emphasizes that the army must be administered strictly, therefore, it has some rigorous mandatory. The connotation and essence of the management in the army is the starting point and the theoretic base to study the management activities in the army at the new stage .In thenew period, the management in the army must implement the general request to the army, whose members must have a qualified politics, a perfect mastery operational military skills, an excellent style of work, a strict and impartial discipline and a strong safeguarding capability. In the meanwhile, the following tasks ought to be carried out: supervising and urging the soldiers' duties of performance; building and keeping a regular order; constructing and keeping excellent inside and outside relations, supervising weapons and other military equipments; doing well in the work of safeguarding.At present, while reforming and opening to the world, the Chinese people are building and perfecting the socialist market economy, which is a profound social change in the country. Firstly, with the change of the social ideas, the thoughts and ideas of the officers and soldiers are being influenced. Secondly, the change of the disposition of social resources is altering the management system in the army. Thirdly, the change of the social surroundings has influence on the educational atmosphere of the management in the army. On account of these influences, the author considers the leaders in the army must consider and study the newly appeared problems and situations of the management in the army seriously at the new stage. In this period, the issues of strengthening the management in the army must be contemplated systematically. At the same time, it should keep the pace with the times and take all the situations into consideration. That the leadership of the army must be under the control of the Party is the ever-lasting soul. It is also the chief principle that the supervision in the people's army should be insisted on.So as to promote the management level in the army, first of all, the persons of ability are key factor.
