The implementation of the "Labor Contract Law" further normalizes the rights and obligations of the parties of the labor relations based on the original "Labor Law". And the "Labor Contract Law" is an important law under the tenet of building a harmonious society in new era. It involves the benefits of the millions of workers and the vast majority of employers. The implementation of the "Labor Contract Law" is both an opportunity and a challenge for the employer's human resources management. The employers can reduce the labor costs only by changing the original wild-type human resource management model.This paper takes a state-owned enterprise of architecture construction-China Railway 25 TH Group Co., LTD as its background. First of all, it analyses the impact of the human resources management by the "Labor Contract Law". The impact is favorable for small-scale enterprises. For example, enterprise can establish and improve its rules and regulations and regulate its legal employment mechanisms by this chance. And in the other hand, the impact is adverse. For example, it will increase the labor costs of the enterprise, and refine the work of human resources management. However, taking the entire country and community into consider, the impact is beneficial to the enterprise. Because it takes market economy as guide, and it can promote the enterprise to employ legitimately, so as to achieve the purpose of the harmonious development of socio-economic.And this paper points out that how to circumvent the employment risk rationally, and how to change identification management to labor contract management are new challenges for the workers of human resources management.Finally, this paper raises a number of measures combined the author's theory and his own work experience.
