The judges who apply the law and act as the interpreter of the law have been regarded as the guardian spirit of society and the personification of justice. the profession of judge comes from judge system , there is no scientific judge system, there is no profession of judge. Because of the history and reality, judge system which is one part of the judicial system urgently to be reformed. No matter the election, the allotted time ,the morality or the gurrantee measure should be reformed. Design on thought foundation of judge system which is the idea of ruler will be manipulated by the judicial and civilization tradition, the reality necessity, and cognitive ability of ruler. but the regulation on the judge system is almost the same with each other, the designing thought and experience can be used for reference .What's more , as the economy turn to be whole global , and the civilization turn to be the assimilation ,the contradiction and topic facing together will be the same in the mankind. The tendency which the law blend together mutually will be outstanding. it is necessary for us to learn from the judge system in other nation. it is impossible for any reformation to escape from the reality of his own, and not be very fast. it is necessary for us to handle with all kinds of complex contradiction and relation. No matter what they are theorists or actual boundary, they all have studied on the reformation of judge system in China. The author who is engaged in management of judge over a long period of time attempts to study systematically on the reformation of judge system, and bring up my own idea in the area by means of utilization the knowledge or experience and reference on the other achievement.
