Along with network technique, database technique and CTI technical develop continuously, these techniques become more and more mature. These techniques are widely used in the telecommunication, bank, stock exchange, electric power, petroleum...etc. The telecommunication companies make use of these techniques setting up business supporting system to enhance their competition ability, the stock exchange make use of them to provide speedy and convenient servings.China Three Gorges Project Corporation (CTGPC) is in a important period of reorganization, and two Communication Departments belong to CTGPC incorporated at presently, thinking of many sides, must resolve them beginning with management. Especially now, there are some failure on telephone management, such as redundancy of organization, iterative function, obsolete technique, lack of efficiency, wasteful workforce, large amount of workload and lack of accuracy so much and so on.The author thinks of mentioned problems and puts forward a new management mode, basing from organization of the old two communication department, gives the new design, fulfills the demand with changing the organization and managing method. Instead of the old mode, the new flowing and information management makes the multifarious works easier, resolves the problem of the workload and work quality recording.It Frames the positions and quantity of the telephone administrator in the new mode, according to the work analysis and the new managing ideology. And detailed describes the exact position of every personnel. Management is a multi-system, it includes not only above but also the technique and safety, personnel training management, etc.To realize the new management mode, we must apply the advanced and mature technique, build up a new telephone information management supporting system .The safety and technique management mean that should enter on technique, obligate the telephone administrator with relevant system and measure, insure the system running safely and steadily. The training of employee is the indispensable program of business management, must have specific aim to meet new management mode, is all-directional to carry out employee training, makes employee be from thought, technology and spiritual outlook goes up and have a great change, make this management mode go on smoothly.The article enters on applying the technique, gives a simple describe how to set uptelephone information management system. The system has a LAN with star structure, adopting client / server method. 1+1 hot-standby of the server e and the real time mirror of the database, to insure the continuance of t sever and the consistence of data. The system consist of such main work- station as the charge calculate, consumer manage, 114 information directory desk, 112 fault report, balance / revenue, telephone account inquire/dun, internal 200, telephone detail search, etc. At the same time, contrasts the new system with the old one in annual maintenance cost, according to the economic analysis. We can make out that the new mode reduces the maintenance cost greatly.Adopting new managing mode, makes the telephone management more criteria, scientific and effective, it fulfills the demand of the telephone management, matches with all levels supervisor section' s management of the telephone expenses, economizes the telephone expenses, improves the service quantity of the customer and efficiency, makes the maintenance and management more easier, reduces the cost, improves the business benefit.
