In 1990s, European socialist parties put forward the theory and political points of the third way policies, which was once popular rapidly in whole Europe, and most of the governments take on a mass of pink. However, nightmare comes soon, at the turn point of the century, European left-wing powers were challenged by the ultra-right powers one by one. The significant reverberation of European political pendulum shows that the third way policies are defective in theory and difficult in practice. Although Le Pen, the France ultra-rightist, failing in voting was under people's anticipation, his defeating left-wing and going into the second voting round made European and the whole world amazed. In addition, ultra-rightists rising abruptly in west Europe almost at the same time, which formed a political adverse current opposed globalization, opposed European merging into an organic whole, and rejected foreign immigrants. People named it "Le Pen's phenomena". What did bring about the sediments of European ultra-right powers? Why was of European socialist parties abandoned by the voters at the same time after they were once popular at one time? What was the relation between the appearing of Le Pen's phenomena and the third way policies puffed by the socialist party? This paper tries to explore some secrets in them to arrive at a preliminary theory.As far as the third way policies concerned, there have been a large number of works, including internal and external works, which comment on the new theory and the new platform of the European socialist parties. Although the scholars are not uniform in the theoretic innovation of the modern European social democracy, they are all in the opinion: confronted new international and national environments, especially under the confliction of globalization, some countries' socialist parties concluded theories in order to resolve the internally political problems and seek the voters' support. Socialist parties had different opinions about the third way policies, they had the same opinions in policy, but the differences were tremendous. The socialist parties were confronted with different difficulties in practice, but they are all faced with the challenge of ultra-right powers today. Le Pen's phenomena is the newly inharmonious chord of Europe political music scores, but this phenomena has many relations with deviation in theory and fault in policy of the third way policies of the socialist parties. Social democratic theory pursued by the socialist parties is not effective prescription resolving the capitalism crises, and the third way policies are also not panacea curing "the western illness". The dilemmas they face at present result from the capitalism regime itself. Inner improvement can't abolish capitalism interior maladies thoroughly. Eliminating capitalism basic contradiction depends still on reforming capitalism regime radically.
