Research On Correcting Anomie Phenomena In The Accountable Officials Comeback

Since the implementation of administrative accountability system in our country,the implementing effect of administrative accountability system can be said to be fruitful. Besides, the administrative accountability is being scientific, democratization,legalization. The accountable officials ’ comeback is an important part of the construction administrative accountability. However, the comeback process is still a lack of standardization and improvement. Many shortcomings and deficiencies have been exposed. Many leading cadres after receiving administrative accountability,without taking clear and legal procedures, return frequently, fleetly and painlessly. The public doesn’t know it. The comeback are not an individual case, but often appeared in various media and networks, suffering intense discussions and deep suspicions of scholars, opinion media, the public. These not only violate the targets of the construction of the democratic government, the rule of law and the responsibility of the government, but also greatly damage the government’s image, reducing the credibility of the government. Consequently, it requires measures to be drawn up, which correct the anomie phenomena in the accountable officials ’ comeback. Its aim is to make a exploration to build a scientific, detailed, standardized comeback system of accountable officials and ensure the fairness and the impartiality of accountable officials comeback.Under the realistic background, this paper, based on the theories of Law Government, Responsible Government and Popular Sovereignty, studies correcting the anomie problems in the accountable officials’ comeback. Firstly, the overall situation of China’s accountable officials’ comeback is made explained. Secondly, access to relevant media coverage and large number of documents, there are three anomie phenomena found in accountable officials’ comeback, which are frequent comeback,lightning comeback and painless comeback. These phenomena have its own characteristics of anomie. By the surface of nomie phenomena, the deep analysis of the basic causes of anomie phenomena is made. The basic reasons set forth from the institutional and political ideological level. The emergence of anomie phenomena brings some negative effects. After analyzing anomie phenomena in the accountable officials’ comeback, this paper studies how to correct the anomie in comeback.This paper treats the anomie of accountable officials ’ comeback as risk,introducing the theory of risk identification. This paper argues that before correcting the anomie in comeback, it should be identified. The reason is if the anomie is unable to be identified, discussing how to correct it makes no sense. In view of this, by the risk identification method, the identification method of the anomie in accountable officials’ comeback is proposed, which looks forward to efficiently identify the presence of anomie phenomena in the accountable officials’ comeback. Next, the paper steps in the discussion of correcting the anomie. This part can be divided into three parallel contents.These three parallel contents are explored by the previous anomie phenomena.These three structures are composed similarly by the causes of anomie phenomena, the correct design of anomie phenomena and the demonstrate of the correct design of anomie phenomena. Taking frequent comeback as an example, it firstly analyzes the causes of the frequent comeback. Then, it designs the subject of correcting the frequent comeback. Next, it puts forward specific measures to correct the frequent comeback. At last, it demonstrates the proposed measures from the rationality and feasibility aspects.Finally, this paper makes a summary, comes to the conclusion and also shows the deficiencies, pending further study.
