Through a deep analysis on all kinds of developing technology about DSS, combining the developing process of the county-level agricultural industry structure optimization DSS, the author described how to construct the mathematical model of macroscopic and microscopic programming for agriculture industry structure by applying the theory and methods of DSS. We set up a thinking circumstance for the policy makers. Using it, the policy makers can complete the decision goal together with the machine.This paper makes impersonality estimate on Meixian county's resource condition and the present agro-developing situation through the guideline choice, model structure decision, computer simulation and debugging of the project. It makes a comprehensive analysis on the running mechanism of the county's agro-economy regional system, the latency advantages and the main restrict factors and makes a scientific estimate on the next five-year or ten-year development trend. Via programming and adjustment, the agro-economy system can develop much more stability, utility and harmony. In the research, the emphases are system analysis, system overall frame design, and database, model base design. Rapid Prototyping in the software engineering is used in the DSS design portion. By further understanding operation, the models are regulated so as to not only make the models reflect the real world gradually but also favor the system to possess better performance, so multiple needs of users are satisfied. All kinds of technologies use in developing the system are given, especially the technology of Matlab embedded in VB and the technology of dynamic data report making.From the system analysis and system design, the importance of system analysis in the process of system design is confirmed. More over, in order to design high performance DSS, it's more better to combing the practical condition with the relation theory in database and model base design. The system is based on Visual Basic 6.0 platform, the database and model base design adopt Access 2000.
