The Structural capital is one of the most important resources that lead to the success of the enterprises. The new economical environment that marked by the dynamical changes rise the new questions for the design of the structure of the enterprises. Set out from this point,this paper provided the conception of the flexible structure of the enterprises based on the concepts that already existed,and studied the following topics in detail:First,set out form the most fundamental antinomy of the design of the flexible organization of the enterprises—the antinomy between the centralization and the decentralization,we provided the allocation model of the power in the organization,and discussed several policies under different conditions.Secondly,based on the TQM and BPR,we provided the concept of the Business Process Optimization(BPO),constructed the basic model of the flexible organization of the enterprises.Thirdly,based on the graphic theory,we provided the innovation model of the organization,discussed the best connection policy among the departments for the sake of the maximization of the profit of the enterprises.Last,we discussed the choice of the flexibility,and provided the models for the choice of the flexibility of the organization.
