Dalian New Shipbuilding Heavy Industry Co., Ltd. (Hereinafter called NS is the biggest modem shipyard in China. The shareholders of DNS are China Shipbuilding Industry Corporation, China Development Bank, China Cinda Asset Management Corporation, China Huarong Asset Management Corporation and China Orient Asset Management Corporation. She is the important national export base for building over 1 00,000dwt-class vessels. On August 18, 2000 Dalian New Shipbuilding Heavy Industry Co, Ltd. was set up followed the national policy ebt for Shareholding For the time being DNS continues to use the traditional organization structure, which is centralization linear-function model due to the short time after new company set up. This model is suitable for the outside conditions of planned economy and the stable conservative enterprises. The structure must be re-designed to match the modem enterprise, which adopt marketing and the risk-attack strategy. There are certain problems after analyzing the existing organization of DNS. That are centralization management model reduces the ability of meeting an emergency of the policy-maker, and the ability of independent administration of executive body; excessive specialized division of labor results the blocked and uncoordinated administrative system; unclear function of the department affect the realization of the integral target of the organization; the blank of the strategy analysis, investigative function, supervising function and consultant of specialist result in non-effective control and sightless decision. Aiming at the present situation, new organization structure should be in compliance with the organization theory. DNS should establish corporation organization, perform division system and comprehensive management in function department, determine key function of different stratum. Marketing function and production management function should be regarded as the key function in the decision stratum and division organization respectively. At the same time, the workshops should be divided on the base of production-centered model to acclimate the development of shipbuilding technique. The following base works should be done during the performance of new organization: to perfect the standard and management system of the enterprise, to push management standardization, to pay attention to the transverse harmonybetween departments, to guarantee the unhindered organization running between departments through the specialty joint. At the same time, to strengthen management and train policy-maker stratum, to ascertain, responsibility and right of different stations, to ascertain the economic standard of each division, to fix the station according to the principal of high efficiency, to let the production center under each division in charge of the job organising function and the other management function of the original workshop will be conveyed to division. Through the research of this topic, the author really understood the deep influence of organization structure reformation of state-ownered companies. It is fully understood the complexity and arduous of reformation.
