As the reconstruction of telecom industry carries on, the competition of the telecom market is getting more fiercer, the current business process and organization structure of the telecom enterprises do not adapt to the new environment. The organization structure is the realization media of the enterprises' strategic target and the construction of core competition power, is the realizing base of the business process optimization, the reconstruction of organization structure is one of the cores of BPR. The BPR of telecom enterprises can change the current business process, can optimize the organization structure ,can realize the transmution to market-oriented business model, can realize the transmution to client-centered service, can realize the transmution to revenue-oriented business notion, can set up a new enterprise operating model that is responsibility, right and benefit unified , can quickly react to the market changes, and can run highly efficiently.The paper states the background and ideas of BPR and the current status of domestic and abroad BPR, analyse the necessity and possibilities of telecom enterprises' BPR; The paper makes some research on organization structure theory and its' design method and the relations between organization reconstruction and BPR. Based on the research fruits of BPR and organization reconstruction theory and according to the reality, the paper analyse the status and problems of this telecom company' organization struction, compare the organization of domestic and abroad telecom enterprises, and discourse the principle andmeans of BPR. According to the front-ended and back-ended organizaton structure that the front-end classify the clients and the back-end manage the running of the entire networks and the specific plan of redesigning the telecom branch's organization structure, the paper specifies the responsibilities of each departments, specifies the occupations and specifies the interfaces between different departments. Through the enforcement of the telecom branch' BPR, we redesigned the organization structure, the new organization supports key business process, increases the response speed to the market, so the enterprise can adapt to the change of the market and the clients at the best level, can increase efficiency, enhance the acttivity level of the employees, keep the quick increase of business revenue, control the cost and fee efficiently, enhance the performance of the enterprise and lower the cost largely. We set up the new running model which is market-oriented, client-centered and revenue-targeted, but the more important is that we expored the path of hunan telecom's BPR, made a good foundation for the application of BPR of Hunan telecom and propel the continuous and quick development of Hunan telecom.
