City,as a spatial existence for population accumulation,is no longer regarded as a dead,fixed,non-dialectical and static container,but as a dominant and constructive force,which affects the social relations,the structure of interests and the changes of people's daily life.It is expanding,updating and restructuring with speeding up the flow and drastic changes in an unprecedented way;there exist various spatial stakeholders are fighting with each other,including leadership of the state/ government,the role of the market,the participation of social forces.Space reflects the power relationship between the state and different social subjects of the city.Meanwhile,the boundary of space defines the relationship between the city and the state.Space is an effective way to realize urban development and national governance,and urban problems are more and more expressed in the form of space.The state should promote the development of urban space in a bounded space,serve the political purpose of national construction,and solve the space social struggle that may be caused by the problem of urban space.Hence,we need to resort to urban space governance,prevent and resolve the risks and crises in the process of urbanization,coordinate the contradictions and conflicts among multiple spatial interest groups,and maintain the integrated development and orderly stability of the country.This paper is based on the theoretical resource in space theory and urban governance theory,we comb the historical changes of urban spatial governance in contemporary China,answer why urban space governance is required from the political significance behind the urban space governance and the urban space problem to be faced,then analyze the performance and embodiment of the unitary state structure led by the Communist Party of China in the production and governance of urban space.Under the condition of how to carry out the strategy of unbalanced space development,this system maintains the growth of China's urban economy and the overall stability of urban social order,considering the real challenges it faces in the process of urban space production and governance,we propose the specific practical path to promote the modernization of urban spatial governance in China.This study argues that the logical starting point of urban spatial governance in contemporary China is the spatial dimension of national construction and the spatial dimension of urban problems.The city is the strategic space of China's modern national construction.As far as China is concerned,to promote the modernization process in the super-large-scale geographical scope and in the social structure of multi-ethnic groups,regions,cultures and strata,space is an effective way of the country to realize urban development and national governance.Based on the specific strategic needs of different historical periods,the state selectively interferes with geographical space,intervenes in the production of urban spatial,and promotes the transformation and change of urban spatial governance,which leads to different spatial effects and results.From the founding of New China,the content of China's modern state construction has changed from consolidating the new political power,promoting economic growth,and maintaining the stability of social order to promoting the modernization of national governance,urban spatial production has experienced a transformation from emphasizing spatial control,spatial commercialization and highlighting the public nature of space to the all-round development of multiple attributes of space,the mode of urban spatial governance has experienced the transformation from management-oriented local government,business-oriented local government and service-oriented local government to the construction of service-oriented local government with the satisfaction of the people.Space,which always lies in the whole process of national and urban governance,links to national construction and has a great political significance for maintaining national unity,promoting economic development,realizing the overall stability of social order and promoting the modernization of national governance.However,the inherent contradiction of urban spatial governance also brings spatial problems,which are more and more expressed in the form of space and the characteristics of differentiation are obvious.This is reflected as the problem of overlapping urban spatial structure at the economic,political,social,cultural and ecological levels,and the resulting spatial social struggle makes the city face the risk of disorder,division and fragmentation such that the legitimacy of the whole State and the stability of society are seriously challenged.The spatial dimension of real urban problems highlights the spatial dimension of urban governance.This study argues that the spatial dimension of national construction and the spatial dimension of urban problems are not only the embodiment of China's unitary state structure at the urban level,but also the reflection of China's urban spatial governance system.The unitary country under the leadership of the Communist Party of China decides that it should not only realize the goal of modern national construction but also solve the problem of urban space through urban space governance.In essence,urban spatial governance in China is a process of the using state power and local government,market and social forces to promote national construction and urban development and solving the problem of urban space in the process of urban space production.In the dimension of power structure,the urban spatial governance system in China includes the leadership of the Party,the inter-governmental relationship between the central and local governments,the local government and the market and social relations;In the dimension of spatial production,the urban spatial governance system in China contains the production of this system,including spatial economic,political,social,cultural,ecological and other dimensions.The different power subjects in the state and the city are involved in the production of urban "space",which shapes the mode of urban spatial governance in China.However,the conflicts and imbalances between the production logics of different governance subjects are also the root causes of urban space problems.The party and the state pursue the control and order of urban space production to maintain the legitimacy of politics;market participants realize the value-added of capital by developing,constructing,and operating various productive and consumer spaces;the general public in the city tries to maintain a daily life space with use value.Urban spatial governance system is not only the dynamic mechanism of urban spatial governance in China,but also leads to urban spatial problems,which is not only a reflection of the inherent logic of urban spatial governance in China,but also a practical challenge to urban spatial governance.Considering the problem of urban spatial governance and the resulting urban spatial problems,we should explore the practical path of urban governance in contemporary China from the perspective of power structure and spatial production.In the dimension of power structure,we should coordinate and straighten out the relationship between multiple spatial stakeholders,that is to say that we should strengthen the party's overall leadership over urban spatial governance,strengthen the macro-overall planning and guidance of the central government to the local government,strengthen the standardization and guidance of the government to the market and strengthen the government's cultivation and guidance to the society.In the dimension of spatial production,we should promote the all-round development of multiple dimensions of urban space,that is to say that we should adhere to science and innovation in urban economic space,pay attention to tolerance and consultation in the production of urban political space,uphold fairness and sharing in urban social space production,highlight characteristics and inheritance in urban cultural space production and emphasize green and low carbon in urban ecological space production.
