With the background of economy globalization, economic elements can be moved freely across the geographical and political boundary. Cities of these days play vital roles in their countries and regions, accompanying the process of urbanization. Competing between countries and regions presents the competing of cities. Hence, it is the effective way to improve the economic force of countries and regions by enhancing the competitive advantages of their cities. Therefore, researches have being paid on competitive capabilities of city in recent 10 years, economists managers geographers and planners are involved. This issue is regarded as a valuable work in theory.Ten central cities in Shaanxi province are functioned as the growth roles, which aims to help the faster development of provincial economy and society. Thus, how are the competitive capabilities the cities have? Which city is stronger, and in which aspect the city is stronger? All these problems should be well answered so that an appropriate strategic planning of city to be made. So the study on competitive capabilities of city has the significant meaning in practice.This paper concludes and reviews the recent research on city competitive capabilities, probes the definition and systematic features of it, gives an exact conception to competitive capabilities of city. On this basis, three kinds of elements economic activity elements, social activity elements, and regional conditions, to which relative city competitive capabilities are defined. More over, the factors that compose the three elements are analyzed, and a new taper model is presented. With this new model, index system is crated for evaluating city competitive capability.SPSS 10.0 and PCA methods are used in this paper to analysis the 10 central cities competitive capabilities in Shaanxi province. According to the result of quantitative analysis, 10 central cities competitive capabilities are ranked and interpreted in the aspect of economic power, except of opening to the outside world, human resource, management of civil government, infrastructure, and environment. Finally competitive strategies are presented for the whole city system, and for city individually. Along with the qualitative analysis (SWOT Analysis), the paper gives some measures to promote city competitive capabilities of the ten cities in the perspective of a system and every city. Learning from corporation competing strategy, city competing of basic strategy and ranking strategy are proposed.
