While entering the 21st century, two new shinning points in the area of science of management emerges, setting up learning organizations and seeking for result-centered effect in training human resource. However, the enterprises in our country haven't yet experienced the strict and scientific management process, which makes the problems existing in the practice of human resource training in the enterprises more outstanding, and seriously affect the effect in training human resource. Therefore, to solve this problem, we should adopt such important measures as shaping learning organizations, establishing effective training system, and paying attention to the result-centered effect evaluation in training human resource.The human resource training in learning organizations has six critical features, such as all-directions; active and interactive management; continuous learning and creation and sharing of knowledge; unique culture of training; criticizing systematic thinking; paying attention to the result-centered effect evaluation in training. So, to evaluate the effect of manpower training, relevant scientific evaluating procedure should be followed. Only on this basis, can we choose proper evaluation models and effectively evaluate the various training programs. On evaluating the trainees , a learning organization should refer to the Philips Evaluation Model which has five levels; and on evaluating the training work itself the CIPP model is more suitable (with the CIRO model as a supplement if necessary).Because how to quantify the models is difficult and important, designing proper index system according to the evaluated content is critical to solve this problem, point during this process. It will further clarify the effect evaluation to have comprehensive evaluation with various manpower training programs by adopting the method of comprehensive index, which is convenient for managers at all levels to acknowledge the investment in human resource training, and discriminate the practical and comprehensive effect brought by trainee work itself, and help the enterprises to a healthy cycle of training-development-retraining- greater development.
