With the social and economic development as well as the improvement of people's living standard in Tianjin, the vehicle's number is increasing rapidly year by year, while the capacity of road is far behind the traffic increasing. In order to solve the problem, Tianjin Municipal Government proposed to use the World Bank Loan with total investment of RMB 650 Million. The paper mainly focused on the impact of transportation project to Tianjin urban environment to improve this issue. And the study is valuable for the protection of urban environment and ecology in theory and practice. At first, the paper introduced the background of project financed by the World Bank in Tianjin; structure of traffic components and engineering situation; the aim and conditions of environmental appraisal and detailed monitoring plan to be adopted. Mean while based on current situation of environmental quality in Tianjin, the paper made analysis and assessment on impact of social economy, urban ecology, in addition to air quality and noise level. And the paper also described the importance on stakeholders' participation in accordance with the World Bank guideline of project management. At last, the paper arises the measures and suggestions in line with the researched conclusions. The researched results will bring a strong support to successful implementation of Tianjin transportation project and could be used for assistance of design, construction and operation of projects; for minimizing the negative influence and reaching the balance between new project construction and environment protection. Therefore, this paper can provide a reference for decision maker in overall developing planning. The research approaches are conformity with the requirements of the World Bank so they could offer a guide and a good example for other similar projects.
