Resettlment Management Of World Bank Loan Hunan Urban Development Project

The resettlement will meet some question if the project owner without any World Bank loan project experience and delay the project. Especially under the condition that the urbanization become more and more rapid, how link up the World Bank procedure and domestic procedure smoothly, prove the resettlement management level, is very meaningful for practice. The article mainly studied the problem on project layout, organization levels, institution construction and plan implementation. Through the research, the article sum up some experiment and countermeasure on resettlement.First of all we must study the rule and procedure of the World Bank policy, find the difference and difficulty, decrease the gap of tow policy system, make the plan and organization well. Absolutely can't put the hub on bid and construction according to the experience, or the work will come more difficult.Secondly is establish perfect institution to control the project effectively. Institution is the basic of management. Scientific and necessary system arrangement can avoid many potential project risks. Under the World Bank loan project, there is a set of rule and procedures, to avoid the stuff work according to the domestic project, the management must have a clear plan, and depend on a set of management institution to check the progress, compare the difference and make adjustment on time.The third is enhance the communication, which is a basic skill for managers. The resettlement involved the benefit of project owner, implementation institute and affected people, Communication is very important among the World Bank team, project managers, implementation institute and affected people. The goal is build trust and safety on the involved, and find the workout within the policy frame. The article did some research on resettlement of Hunan Urban Development Project, through participating the project management, use the public project management theory and case analysis, studied the commonness and difference between the World Bank non-voluntary policy and domestic project resettlement policy, conclude some measurement, provide a set of management system, which with strong operation.
