After over 50 years' development, the rural credit cooperative has developed to a financial institution with its own characters which has played an important role in the development of fanners, agriculture and the rural economy and has gradually become the leading force of the rural financial institutions in China and the financial bond for connecting the numerous farmers. The stable and healthy development of the rural credit cooperative is severely restricted, however, by the continuous changes of its management system, such as the obscure property right, the imperfect administration structure by legal person, and the imperfect operational mechanism and internal control system. Therefore, it's one of the practical ways of increasing the Chinese farmers' income at present to deepen the financial institutional reform in rural areas with the rural credit cooperative as the main body and to cultivate the self-development function in the countryside. Taking the reform of the rural credit cooperative system as the background, this paper expounds comprehensively the reform and the development of the rural credit cooperative in China, analyzes in theory such system and makes comparison between and evaluation for in practice the pilots for such reform. Then the paper continues to study and discuss, by using the concerning experience of foreign countries for reference, the direction and the key points of the reform of the rural credit cooperative in China and the corresponding counter-measures.It is the drawn conclusion that the commercial bank stock holding is the future innovation direction of the rural credit cooperative.
