The Legislative Research On Rural Credit Cooperative In China

The reform of our country's rural credit cooperative (RCC) has been in the crucial time since the State Council issued"The Pilot Plan of Deepening RCC Reform"in 2003. Carrying on the legislation research and clarifying some confusions in the process of RCC reform will provide the reform with good institutional environment and serve well the farmer, the agriculture and the rural economy development. For the major part of rural area in our country, the direction of RCC reform is to restore its cooperative's original essence. Therefore, this paper, focusing on the cooperative system, attempts to combine the general theory of the cooperative system and RCC and the developed countries's mature experiences with our country's practices, hoping that it will benefit our country's RCC reform and legislation.This article divides into four parts. Partâ… discusses the general essence of the cooperative system and inspects the evolvement of the cooperative system in the West as well as its recent development under modern market competition circumstances. This paper concludes that the prominent feature of the recent development is the enhancement of the cooperative's profit-seeking goal and commercialization. Meanwhile, the recent development indicates the great elasticity of the cooperative system, which then can be adapted to different stages of economy development.
