A Case Study On Participatory Development Of Agricultural Extension System Under Agricultural Industrialization

In the reform of Chinese agricultural extension system, more attention has paid to governmental field, and there is insufficient study on non-governmental organization participating in agricultural extension. However, the study of public agricultural extension is concentrated more on the theory, and there is lacking of necessary consideration on how the agricultural extension meets the need of agricultural modernization i.e. facilitating agriculture in a development of industrialization. This thesis adopts methods of participatory rural appraisal to probe into developmental approach and reform orientation that agricultural extension participate in the process of agricultural modernization in Jiangsu on the basis of integrating practical case study and theoretical analysis. The main results are as follows:1. From the perspective of economic development level and agricultural extension practice itself, agricultural extension system fitting in with the process of agricultural industrialization is consisted of governmental extension system and mass extension system which is formed by rural economic cooperative organization and agro-enterprise.2. Governmental extension system and mass extension system should, in order to play their role in the process of agricultural industrialization, make a lot of innovations in terms of organization settings and regulations as well as in conceptions, organizations, institution, mechanism, extension contents, methodology and technology etc.3. The reform of governmental extension system should focused on establishing a mechanism to combine its public function and business oriented services, which should be led and supported from the state. The means of free services and services in charge should be applied simultaneously in this new agricultural extension system. Specialized farmer's association should play its function to serve farmers better as to guide, connect and push forward farms to get into market in an larger scope. Agro-enterprise should play their functions to link farms together through various channels to meet the requirements of both enterprise and farms. Government should play a leading role to facihtate the harmonized development through the interaction of different extension organizations according to the marketing system.4. It was recommended that three main different extension systems should be supported through different manners and approaches. On the basis of their interaction, agricultural extension system could be improved through innovation in the practices.
