Study On The Current Situation And Reformation Strategy Of China Agricultural Technology Extension System

Facing new opportunity and challenge, the agriculture of China is moving into new stage. It demands new agricultural technology but the traditional technology extension system has so many problems that it can't meet the requirement. Based on the survey in Shandong province in which We took participatory tools such as interview, questionnaires etc., and consult other people's research result, We analyzed the difficulties in government and nongovernment technology extension system and put forward some improvements. What's more, We give some suggestions on the establishment of new agriculture technology extension system. The result is the following:There are a lot of problems in county level agricultural technology extension system, such as the unsatisfactory staff structure, the great shortage of funds and the inefficiency service. The following recommendations were proposed such as clarifying the administration mechanism and functions, establishing strict administration system, putting the standard management into practice and equipping staff reasonably. In addition, the government should make great efforts to provide enough funds for extension work.Farmers' association is very important to agricultural technology extension, country civilization and farmer training, but it still has much trouble like overabundance interference coming from government, distempered internal administration mechanism and no competitive power for lacking of funds and high-tech. Local government should pay more attention to farmers' association.Agricultural universities and scientific research institutes are the headspring of agricultural technologies, so they have advantages in technology and personal resource, but they lack money and motivity to participate in agricultural extension. Accordingly, Agricultural universities and scientific research institutes should take some measures to do their best. Firstly, they should change their conception and make great efforts to transform the technologies into productivity by studying practical technologies. Secondly, they should create an excellent outer environment for agricultural extension. Finally, it must be oriented by market and establish agricultural technology achievement conversion mechanism combined with research, teaching and practice.Agricultural corporation and leading enterprises are also one necessary part of the whole agricultural extension system. Now, the slow development speed, the powerless leading force, the frequent conflict brought by different interest between farmers and enterprises ask for that the government supervise the enterprises' activities. The leading enterprises should enhance self-improvement by reforming their intestine management and operating mechanism.The new agricultural extension system should be a combination of government extension organization and nongovernment organization including farmers' association, agricultural university, agricultural scientific research institutes and Agricultural corporation etc. It is necessarily to boost the reformation of government extension system, to support the nongovernment extension organization, to establish a coordination committee to unit all kinds of extension organization. Finally, It is important to create a favorable development circumstance by constituting pertinent law, increasing the inputs to support agricultural technology achievement conversion, fostering technology market to protect agricultural technology property right.
