On A New Road To Industrialization In The Process Of Socialist Modernization

Guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important thought of the "Three Represents", combining the comprehension of the Report to the 16l National Congress of the Communist Party of China, applying Socialist Modernization Theory and Scientific Development Concept, keeping in mind the development of Chinese industrialization as well as world's circumstance , the author explores the connotation and the features of a new road to industrialization, and analyzes the historical and realistic causes of this inevitable choice, Moreover, puts forward the basic ideas of the new road to industrialization by investigating the Yangte River Delta Megolopolis, ZhujiangRiver Delta Megolopolis, Beijing-Tianjin-Tangshan Megolopolis,Wuhan CHINA Fiberhome, the four trial regions taking the new road to industrialization.The paper is mainly divided into four parts:The first part is dedicated to disclose the connotation and the main features of the new road to industrialization. First of all, it analyzes the relationship among Modernization, IT , which is as follows : Modernization is the goal of industrialization and IT , whereas industrialization and IT is the road to modernization. IT is the extension of modernization, which is on the base of surplus industrialization. Secondly, it denotes the connotation of the new road to industrialization, which is composed of five parts: One, high scientific and technological content; Two, good economic returns; Three, low resource consumption; Four, minimal environmental pollution; Five, a full display of human resource advantages. Then, it generalizes the features of the new road to industrialization: the impetus of IT, taking scientific and technological progress andinnovation as basic propellant, the core position of improving economic returns and competitive power, combining the sustainable development and the full display of human resource advantages. Finally, it gives the complete definition of the new road to industrialization as follow: A new road to industrialization is a new .systematic way of economic modernization which adjusts the structure both in urban and rural economy, and takes "building a well-off society in an all-round way" as the objective.The second part is dedicated to analyze the historical causes and realistic choice of taking a new road to industrialization. By arguing that taking the new road to industrialization is the objective requirement in the process of China Socialist industrial historical development; that taking a new road to industrialization is a logical choice of following the great trend of the global economy and science and technology; and that taking a new road to industrialization is the inevitable way which is determined by Chinese basic characteristics and the present economic development. It comes to the conclusion that taking the new road is the historical and realistic requirement and the objective result of the global industrial economicdevelopment.The third part is dedicated to put forward the basic ideas of taking the new-road to industrialization. The author thinks that only by reasonable institution design and strategy choice do we take a new road to industrialization successfully. Taking a successful new road to industrialization must implement the four innovation strategy: One, the strategy of using IT to propel industrialization ;Two, the strategy of achieving sustainable development; Three, the strategy of changing the model of economic growth; Four, the strategy of developing the country by relying on science and education.The fourth part is dedicated to investigate the main four zones that havealready taken the new road to industrialization.
