| Making a general survey of the historical process of economic development of countries all over the world, we may draw such a conclusion: Industrialization is an only way that developing countries move towards the developed country. Presently, all the industrialized countries amount to 60,the total population is more than 700 million, which accounts for 11% of the world population. It takes more than 200 years altogether to realize industrialization for these countries, and China has a population of 1,300 million, accounting for 22% of the world population. China realizes industrialization, should it just make the industrialized population in the world increased by more than one time during short decades, which must produce a lot of phenomena and questions that have never appeared in the history of mankind, such as resource, environmental, ecological and energical question. Therefore, China wants to realize industrialization, it can't go further those kinds of the industrialized road of which industrialized countries have ever paid for environmental pollution and wasting resource because resources, environments and ecosystems of the whole world are hard to support. According to the new trend of the international economic development in science and technology and demand at the new stage of economic development in our country, Comrade Jiang Ze-min has proposed clearly in the report of the 16th National Congress of Communist Party of China: "Realizing industrialization remains the arduous historical task in the modernization drive of our country. The informationization is an inevitable choice for our country accelerating to realize industrialization and modernization. Insist on using informationization to bring along industrialization, promote the informationization with industrialization, go out of a new-type industrialized way that a scientific and technological content is high, economy is profitable, resources are consumed low, the environmental pollution is less, the advantages of human resources are taken fully." Watching from the society of our country in the direction of more high-level development, the developmental thoughts of the new-type industrialized road, especially the optimization and upgrading of the industrial structure have extremely important meanings to the economic restructuring of our country. And the researches on the traditional industrialization in the academia of our country have been made more, the studying of industrialized problems of implementation under the new historical condition lacks partially, especially there is less research on the regional industry of our country now. This requires us to base on reality presently, study and probe into the theory and practical problem realizing the new-type industrialization. Proceeding from this demand, this text has carried on a deep theory and positive research on the regional industrialization of our country,In terms of trends , the industrialized concept has been explained; The industrialized theory between the east and the west has been deeply analyzed, the comparative research has been carried on, the industrialized theory of area suitable for the China's actual conditions has been proposed; the industrialized practical modes of the developed country and newly industrializing country have been systemically analyzed, the area industrialized practice mode suitable for the China's actual conditions has been explored. According to the advanced industrialized theory and practical experience, and based on analyzing and studying influence factors influencing the industrialized process, we have designed the index system ofevaluating the area industrialized process, adopted the analytic approach by gradation to appraise; Regard standard value of every index as the goal, the industrialized mode of area with characteristic of Chinese has been structured out, eight basic principles of using this mode has been proposed, and the real example analysis of industrialization of Jilin Province has been made. This research draws the knowledge in such disciplines as regional economics, development economics, technological economics, industrial economic, systemical economics, environmental economics etc, from the standing of standardizing analysis and real example one, take the new-type industrialized intension as the main line all the time, adopt analytical method of history and comparison, and synthetic abstract method, sum up and deductive method. The regional industrialization has been discussed; this text begins with the following thoughts: The introduction part of chapter one of thesis has discussed the necessity and significance of the area industrialization. It has defined the basic conception involved in this text, and explained the industrialized intension in terms of trends, confirmed the research category. Research approach and content of this text, has defined the frame of studies in thesis, preparing for research of the ensuing chapters. Chapter two of thesis, has explained the current situation of the industrialized theoretical research from two aspects of abroad and home, and commented the research results briefly. From the analysis on domestic and international industrialized theoretical research, we can see the western industrialized theory is riper and it relatively has influence too, but it is hardly suitable in the developing countries under the new situation, Our country has not formed an intact industrialized theoretical system yet, therefore, it is urgent to set up the industrialized theoretical system with distinct Chinese characteristics alone. This chapter has stated the importanceof this research further. Chapter three of thesis deeply analyses the more representative industrialized theory between the east and the west, and analyses, compares and evaluates both of them, on this basis, it has put forward the industrialized theoretical system which is suitable for the China's actual conditions, this theoretical system is formed by five parts: First, the industrialized mode theory combined market mechanism with government interference. This kind of mode market mechanism plays a basic role in the resource distribution, but the government's function is extremely outstanding in the industrialized course. The government, not only through legislating and making the industrial policy promotes the development of industrialization, and guides the industrialized process through investing in the infrastructure department and key trade directly. Though the market mechanism is important in the industrialized course, as a developing country, we can't wait for the market mechanism to promote the development of industry "spontaneously", we must draw support from government to promote industrialization. The second is optimization and upgrading theory of the industrial structure. This theory points out, with the development of regional economy, the level of per capita national income improves, the workforce moves from the primary industry to the secondary industry at first, when the level of per capita national income improves further, the workforce will move to the tertiary industry, With the development of economy, the agricultural income proportion in the whole national income and the agricultural workforce's proportion in all the workforces of the agricultural sector are dropping constantly, when non-agricultural output is more than 85% , which can reflects industrialization has come to a certain degree from a side . The third is the theory that does not develop proportionally. This text believes the non-balanced development model is the best choice of regional economicdevelopment of our country, as China is a developing country yet. It is the important restraint of economic development that resources are rare. Adopting this kind of mode can make the limited resources concentrated on development of the leading department, through the input of the leading department, activate the industry chain, expand market demand, thus drive the relevant industry development. The fourth is the theory of agriculture development in the course of industrialization. This theory believes the transformation of the surplus rural labor force is the key problem that influences the regional industrialization and the urbanization process. In the regional industrialization process of China, the special function that the industry of township enterprise shifts has created a kind of special way for the transformation of the surplus rural labor force and offered the new experience for workforce's substitution for the capital, Developing the township enterprise is an important way to shift the rural surplus workforce and increase peasant's income. The fifth is "three growth" theory of the sustainable development. (1) Zero growth rate of the optimum population. Population and workforce not only can promote the industrialized process of area, but also be an industrialized restriction factor in the area; the contradiction among the population, economy, society, resource and environment is increasingly day-by-day. As the growth of the people in the countryside and a drop of cultivated land, the task of transformation from surplus rural labor force to the non-agricultural industry will be more arduous. For this reason, to make regional sustainable development, it must make zero growth rate of the optimum population, so as to alleviate the pressure in such respects as resource, environment etc. that population brings. (2) The zero growth rate of elastic coefficient of resources consumption. Elastic coefficient of resources consumption reflects the reliance relation between economic development and resource increase of a country or the area, ourcountry has a large population, per capita resources are very low, and most areas of our country adopt the extensive type of producing management basically at present, causing resources a large amount of waste. Economy is difficult to develop continuously. Therefore a region area must change style of economic increase, make coefficient of resources consumption zero growth rate. (3) Green growth of economy. This text thinks an area should build up scientific development view, regarding the environmental factor as an item of important index for weighing the regional industrial development (replace GDP with the Green GDP), Utilize the latest science and technology, push forward industrialization by informationization, fully consider people and natural harmonious development, go out of one way of improving quality of people's life and the people-oriented " green economy ". Chapter four of thesis has carried on analysis and research on the industrialized practice modes of the representative country or area, on this basis, the regional industrialization mode suitable for our national conditions has been explored. Our country is a country with large population and vast in terrene. Politics, economy, culture and resource of every area are extremely uneven. Development of different areas can't adopt the unified mode. The eastern coastal area should choose the export-oriented industrialized mode. The middle part should choose industrialized mode of the internally-oriented type as a main, the export-oriented one as a complement. The western region should choose the middle type industrialized mode combine the internally oriented model with the export-oriented one. Chapter five of thesis analyses and researches the main factors influencing the industrialized process, which are population, resource and environment, capital, technological progress and system. This text has separately analyzed the influence of five major essential elements over the industrialization in the era of agriculture economy, industrial economy andknowledge economy, revealing the gradual progress mechanism of the industrialized process, namely: The evolution of regional industrialization, in fact, is the dynamic process of input and combination in such essential elements as population, resource and environment, capital, technological progress and system. They are connected and restricted each other. The industrialized process depends on which element occupies the leading status. The constant promotion of the leading element in the formal economic development can only promote the industrialized advancing. Thesis chapter six, based on foundation of qualitative analysis of five major elements influencing the industrialized process in the last chapter, spreads quantitative analysis further. This text analyses from two aspects of influence of the key element on Chinese industrialization and the area one separately, and has proclaimed the influence of five major factors on the industrialized process, and China and the regional industrialization process since reform and opening further. Chapter seven of thesis is the level appraisement and mode design of the regional industrialization of China. This text designs the index system to appraise the regional industrialization process which is made up of six first class indexes: economic development, scientific technological level, urbanization level, information-based competence, ecology take competence and living standard and 18 second indexes according to the inherent demand of new-type industrialization, and adopt the analytic approach by gradation to appraise.
