Believe it or not, the changes of government will be more profound after we joined WTO.This thesis gives us a brief introduction about the basic knowledge of WTO, and the analysis of the relationship between our country condition and WTO ,of the challenge to the system of government administration .This thesis also mainly expounds to re-posit the function of our government to meet the regulation and regiment of WTO, and tells us the basic idea and the main target .What's more, this thesis preliminarily expounds the effect from using information technology in government affairs to the conversion of the government function on the view of the theory and practice . And briefly tells us the main access to put the information technology in use on the system reform of government administration.
