On The Development Of Administrative System In China Since The Reform And Opening To The Outside Word

The development of the administrative system has the relations of the development of the nation in China. Therefore, this paper pays more attention to this and researches the development of the administrative systems.The aims of this thesis lie in two sides. First is evaluating the traditional theory of administration in the angle of view of history. Second is enriching the knowledge of practice of the administrative system in China.The thesis consists of three parts. The first part is theory part that refers to the abstract of some concerned administrative theory in China, including the aim and condition of the development of the administrative system, the official theory of the corporation style and the pattern theory on the future supervising.The second part is practical part that analyses the process of the development of administrative system since the reform in China in 1978. This part discusses the content, achievement and shortcoming of the reform of administrational system.The third part is the creative part that discusses the counter-measure of the further development of the administration in China. This part studies the aims of the administrative development and the creativity of it, too.The three parts aims to realize the object of the administrative development. The key part is the premium co-operative system of the administration.The creativity of this thesis has two sides. First side refers to the five shortcoming of the reform of the administrative system: the passive measure, the one-side eyesight of the reform, the lack of thought of the theory of reform, the solo practice of the, the limits of the reform of afFectivity. Second side shows eight-change patterns and four creative theories.The four creative theories lie in the creativity of the theory, idea, practical ability and the system of the public administration in China.The eight changes include the change from human governing to law governing, the change from control direction to service direction in administration,the change from the center of government to the center of market, the change from the solo national governing to national and social governing, change of take the power between government and corporation apart, the change from bureaucracy administration to corresponding-style administration.
