Study On Strategic Adjustment Of Agricultural Structure In Bashang Plateau In The Northwest Of Hebei Province

China's agriculture has arrived in a new stage and facing new international circumstances since enters into WTO, and our agriculture has been confronting not only a rare chance, but also stern challenge. By analysis of agricultural particular conditions and situation of agricultural structure ten years of late, the paper brings up the directions and principle in adjustment of agricultural structure. Based on these analyses, the paper builds a system dynamic model of agricultural structure in Bashang plateau. Finally, the paper expresses the counter measure and form a complete set in adjustment of agricultural structure.Firstly, on the basis of the theory of industrial structure, comparative advantage, sustainable development, the paper connects the document and reference with investigation datum, and analyses the status quo of agricultural structure adjustment in Bashang plateau in the Northwest of Hebei province.Secondly, based on analysis of objective reality, the paper draws lessons from experience and successful way of adjusting agricultural structure in other similar areas. In the meantime, considering many affect factors including resource and weather, economy, policy, society, education, technology, etc, the paper draws up a plan for this area. That is to adjust agricultural structure should base on natural endowment, suit to market demand and consumer taste. At the same time the adjustment should be helpful to increasing income, improving the surroundings and balancing the ecology system.Thirdly, through building system dynamics model, the paper studies three solutions of adjustment, upon the result of the simulation, we put forward a way to make use of the resource and modify the structure of agriculture in the area. The mean points of it include two steps. At present, the area should take effective measures to adjust the structure of livestock husbandry and vegetable planting. But for the long time, this solution cannot fit on the realities of Bashang plateau. On the contrast, only developing the grassland and animal husbandry industry is the best choose of agricultural structure in Bashang plateau.Lastly, according to these analysis, the paper put forward the counter measure and form a complete set that are to strengthen infrastructure of agriculture, speed up technology popularization, complete market mechanism, give aid to agricultural enterprise. Furthermore it points out that fiscal policy, monetary policy, service system of investment and finance are the supplementary measures. That is to say, adjustment of agricultural structure must protect peasants' profit indeed, promote them to accept challenges bravely, bring forth new ideas continuously and play an important role in the adjustment of agricultural structure.
