Recombinant DNA techniques, which enable recombinant-DNA plants to have the characteristics of pests、diseases、herbicides、stresses resistance or higher storage quality, is considered to be a biotechnology revolution of agricultural production.But,at the same time, Recombinant DNA techniques bring tremendous threat towards the health of human beings and ecological security, because of its unintended effects and the risk of gene dispersal,etc. The security of the food derived from recombinant-DNA plants attracts extensive attention. It must be admitted that science and technology is the key to resolve the global food crisis. But, human being’s health, ecological security, a harmonious relationship between human and nature, and the sustainable development should be the ultimate aim of scientific and technological progress.Are the food derived form recombinant-DNA plants as safe as the traditional? How to label it? How to standardize the process of transport and production? The topics above about the food derived from recombinant-DNA plants arouse more interests and have close relationship with the consumers. After the18th session of the Second Plenary Session of the party, the State Food and Drug administration are officially formed. The integration of food safety supervision agencies and their duty has great importance for avoiding duplication of supervision, removing blindness and carrying out the responsibility of food safety supervision.This article makes analyses based on the point of view of the interaction and synergy between consumers’ interests protection and the security of foods derived form recombinant-DNA plants. Firstly, this article discusses the specificity of the protection of consumer interests on the issue of foods derived form recombinant-DNA plants.Secondly, this article analyses the possible risks during the entire process (from laboratory to table)of the birth of foods derived form recombinant-DNA plants and how to construct an effective mechanism to prevent them. Finally,this article analyses the institution arrangements in different countriesand proposes recommendations on option of policy and institution arrangement in consumers’ interests protection on the issue of the food derived from recombinant-DNA plant, and makes advanced analyses on the feasibility of the recommendations, after considering the present situation of China.
